I'm unsure as to what the bug is here. Please could you provide more information into the issue?

Ores should spawn within caves and close to other ores, this is just world generation and how it works.

If you haven't please read the Caves & Cliffs Part II article.  This sounds like a suggestion or feature request.

Do you mean emerald, coal, and iron spawn in bulk up there? that's a feaTURE.
