Narrator prompts you to use mouse/keyboard to select elements when pausing with F3 + ESC

The Bug

When activated, the narrator will prompt the user to navigate using mouse and keyboard* if you pause the game using [ESC] + [F3], which doesn't even bring up any GUI to interact with.

Reproduce

• Turn the narrator on

• Press F3 + ESC

Observed Result

The narrator said "Use mouse cursor or Tab button to select element"

Expected Result

The narrator wouldn't say "Use mouse cursor or Tab button to select element"
