The bug
When using the new /place feature
command, I noticed that the command was returning an error message even thought, some part of the feature has been placed.
It only worked with this command in the water:
/place feature minecraft:clay_pool_with_dripleaves
As we see on the two following screen shot taken before and after the execution of the command, some clay has been placed on the coasts.
Also, the bug doesn't occur every time (It's pretty rare).

in the first case, the error is it didn't have the area it requited in a river which made it become something it couldn't like how you can put a geode in the ground but not in the air!
I was able to confirm this while I was experimenting with other problems
how to reproduce
1. Create a super flat world of glass (in my case)
2. place one stone block on the ground
3. and execute the command on the stone block
You'll see the message of failure as soon as the stone turns to clay
