[MC-248284] Village can generate with no beds

A village spawned with no beds, but there were around 6 profession houses. I don't think it's supposed to generate like that.

Why it is "Works As Intended"? I can't find any answers from this report.

Because Mojang deemed it so; look at the report's history, a mojangster resolved it as intended.
