Bubble columns, seagrass, tall seagrass, kelp and kelp plant don't unlock a boat recipe

Also affects seagrass, tall seagrass, kelp and kelp plant blocks.

Those aren't the same as waterlogged blocks though, waterlogged blocks use a block state, those do not. If those are included in that, so should bubble columns as they use the exact same way to add water inside them.

This report could be expanded to include water blocks that don't have a waterlogged: false state such as seagrass so both reports would be valid.
