Can't craft bowls

I tried inputting the recipe for bowls, it wouldn't work.

What is /gamerule doLimitedCrafting set to?

It's set to true, but when I acquired wood planks for the first time it didn't unlock (back then it was 1.17.1 if memory serves me right)

Bowl recipe gets unlocked when you get a mushroom, or mushroom stew, not when you get planks.
