[MC-248890] Rain cannot pass through wall signs

Steps to Reproduce:
1. Place a sign on the side of a block (non-full blocks included)

2. Attempt to use Riptide whilst it's raining

3. Don't go anywhere

I believe that the core problem here is that rain cannot pass through wall signs, and as a result, you cannot use riptide tridents under these circumstances. I can confirm this behavior however, I believe this ticket should be updated to mention the information I've stated above.

Can confirm in 1.19. This issue isn't exclusive to Windows 10, Java 17.0.1 (64-bit).
