When a player loads chunks quickly, the render engine will unload chunks around a seemingly random rotation point. It's clear that this is a bug with optimizing rendering only visible chunks, but it seems that it tries to cull chunks that are visible as well. This is an extremely easy bug to observe, simply go in spectator and fly straight, then start turning in one direction, this also works with any FOV (although it is a little more difficult to see with 30, it isn't really that hard.)

Does MC-238823 describe your issue?
No, the visual glitches are entirely different. I have an old video that I took of it and I can create another with F3 screen on if needed (although it happens no matter what you do, as long as you move quickly and make a turn)
The bug in the provided issue shows stationary visual glitches, this is entirely based on the player moving causing chunks to unload.
also to note, the visual glitches are much more "orderly" and happen in a single direction in an arc, not in a bunch of random chunks not rendering. The chunks will render again, but just take a bit.
video with pie chart (and showing that it happens in all render distances, and FOVs) https://youtu.be/4XivLs7R3Ag
The video you linked shows MC-238823.
