[MC-249112] Ender dragon fight is not triggered upon entering the End

The bug

When entering the End dimension, neither the Ender Dragon nor the bedrock exit portal generate.

To reproduce

Open a world in 22w11a.
Enter the end for the first time on the world.

Expected result

The Ender Dragon and the bedrock exit portal would generate.

Additionally, the end crystals do not have fire underneath them.

@unknown this is definitely not present in 1.19.2. If somehow it is occurring for you you should upload a video of the bug in a vanilla client with the F3 screen enabled.
