[MC-249247] 1.19 the title interface in the snapshot needs to be updated

1.19's theme is no longer Update Aquatic, so its (and its snapshots') title screen should be updated too.

That's not update aquatic panorama.
There's only been 1 snapshot, panorama has consistently been one of the last changes that are not bug fixes in past cycles.
Change request, not a bug.
