coal deposited in furnaces from hoppers above them don't get placed in the fuel spot

Works as intended: from above = to burn, from side = fuel.
Some items can both be butned, and be used as fuel (eg logs) so this was Mojang's solution to ambiguity, and making it consistent with all items.
