Beacon haste 2 power isn't workin.

I built a full size beacon pyramid.  It shows that I selected beacon power and it shows the haste symbol in upper right corner. 

What I expected to happen was...:
To be able to instant mine stone.

What actually happened was...:
I mine at the same speed with or without the beacon being activated.

Steps to Reproduce:

1. Built a full size beacon on my world seed:  -7573681997578590922.  Beacon is placed exactly at -134, 21, -118.  with iron blocks. 

2.  Gave the beacon several iron ingots and clicked haste and green check mark. 

3.  I have closed captions on, where I can read the sounds around me.  So it shows beacon power activate or similar.  Not sure exactly.

4.  Go and mine directly beside, under, above it and mine at normal rate.

5. I am using netherite picks, two of them, both efficiency 5, unbreaking 3, mending, and one has silk touch and the other has fortune 3.
