FlamingObsidian, if this is happening to a lot of people suddenly, why is it being dismissed as a technical issue? If some Y2K style trigger happened to suddenly break Java Minecraft for a subset of people I would classify it as a bug. Reinstalling windows and the VC distributables does not fix.
People need to quit dismissing this as technical support, this is popping up all over, reinstalling windows won't fix it or the distributables. This happened suddenly to me and a lot of people, it needs to be taken seriously.

I have this issue as well. Never a problem in 1.12.2 and earlier. But this is definitely a Mac problem as Shift + Scroll activates horizontal scrolling, which apparently Minecraft now interprets differently and rejects it for hotbar scrolling. Unfortunately, if you don't have a Magic Mouse for your Mac there is no easy way to change this behavior. Best workaround is rebinding your sneak to something other than shift.
Can also confirm this on MCPE win 10 v0.13.1
Could it be your texture pack? Does it do this with the default one?
Still present in 1.6.2. Also affects horses.
