Parity: Allay flies far slower on Java Edition

Allay flies far slower on Java Edition. On Bedrock Edition allays can keep up with the player, while on Java Edition their flying speed is noticably slower. It can become an issue on the 2 chunks rendering distance, where the allay can be easily unloaded due to their slow speed.

Expected behaviour:
Allay should be able to keep up with the player.
Actual behaviour:
Allay cannot keep up with the player. Allay movement speed should be in parity with Bedrock Edition.
