[MC-249742] Chunks not loading when going near some woodland mansions and Pillager outposts

When you teleport or go near some woodland mansions or pillager outpost the game can't load chunks and you can't do anything until it crashes or you close Minecraft

This bug happens when a structure has allays, this destroys your world, cant save and stuff. this is bad.

just so you know, MC-249712 is a duplicate. it (and Xfrtrex's comment) clarify that it happens to structures with Allays.
