Some Bee Nests are blocked by leaves in Mangrove biome

I'm unsure whether I'm doing something wrong or if the Bee Nests spawn randomly each time as I'm unable to use these coords myself. In case they are random, this issue can be reproduced by using fill command over a large area in mangrove biome to clear leaves 1 layer at a time and observing the results.

I was able to reproduce this issue. Sometimes the Beehive will be encased in leaves trapping the bees

It doesn't happen often in 1.19.1 but I was able to reproduce it at:
