[MC-251055] In the newest snapshot the goathorn is found on every creative tab. So each creative tab has all the horns.

In the newest snapshot the goathorn is found on every creative tab. So each creative tab has all the horns.

What I expected to happen was...:
The goathorn should be at an other place than every creative tab.

What actually happened was...:
The goathorn was on every creative tab

Steps to Reproduce:
1. Load up a world
2. Go into creative inventory
3. find goathorn on all pages
