[MC-251082] You can clip through upside down stairs via pig

If you summon a pig with a saddle with no ai, invulnerable, and you use commands to put stairs in the same block as the pig and then sit on it and shift to dismount it, you fall through, considering there are empty blocks under it.

um yea? you used commands, so that makes sense. What is the bug?

Yeah, invalid as you literally placed an invisible saddled pig inside the block with commands, if you dismount a pig, you get put on the same position as it.
The "bug" here is your design.
