[MC-251391] Normal Zombies Spawn in the Nether.

I was on the Nether roof using my gold farm, and for some reason normal Zombies started to spawn up there. They spawned on plain stone blocks, would that have anything to do with it? I actually don't know if this is a bug but thought I should report it just in case.
