[MC-252200] spinning very fast while having a health modifying effect makes it so that you can't move

you spin verry fast with a auto clicker and it stops you from moving while you are not on fire in 1.19 prerelease 3 you cant move with fire

(sorry how bad the video is)

What I expected to happen was...:
that i would be able to move

What actually happened was...:
I was now able to move unless i jumped while a fire tick happened

Steps to Reproduce:
1. eat gapple/egapple
2. use auto clicker
