[MC-252778] 2 pixels (in height) of the Hotbar selection box don't appear in the Hotbar

Basically, in-game, the last 2 pixels (in height) of the hotbar selection box don't appear.
This isn't normally seen without resource packs (due to the shape of the hotbar being normally square), however it's still an issue.
