Player with levitation lv255 can't pick up items.
Reproduce:
1)Throw an item.
2)Enter command "/effect give @s levitation 10 255".
3)Close to the item.

Duplicate of MC-10755 which was later resolved as "Won't Fix". Effects with high level amplifiers are not supported.
