#sand block tag has no effect on cactus placement

Normally, cacti can be placed on sand and red_sand, both of which are the only two blocks in the block tag "#sand"

For consistency, cacti should abide by the #sand block tag, also allowing cacti to be placed on blocks other than sand and red_sand with a datapack.

I could have sworn I've seen similar reports made and were not marked as suggestions *shrug*

I thought it might be worth noting that this "bug fix" did end up getting implemented into the game, as the #sand block tag now affects cactus placement 🙂
