The reporting function in the new version can be turned off. A minecraft launcher called Baka XL, it can turn off reporting function by replacing Mojang's servers' RSA token. So, if anyone say something bad, he can't be reported truly, it will be thought an invalid report.
The reporting function also has a bug in MC-253623.

I think it's wrong, when entering the server, mod pretending not to work, but while entered, the mod work.
