/locate doesn't work outside build limit

The bug

Since 22w12a, the /locate command doesn't work if the player is outside the build limit.

How to reproduce

  1. Go outside the build limit

    /tp @s ~ 400 ~

  2. Locate a biome

    /locate biome minecraft:plains

    • ❌ See if the biome can be found

  3. Enter the build limit

    /tp @s ~ 100 ~

  4. Repeat step 2

    /tp @s ~ 400 ~

  2. Locate a biome

    /locate biome minecraft:plains

    ❌ See if the biome can be found (fixed in 25w36a)

  3. Go below the build limit

    /tp @s ~ -70 ~

  4. Locate a biome

    /locate biome minecraft:plains

    ❌ See if the biome can be found

  5. Enter the build limit

    /tp @s ~ 100 ~

  6. Locate a biome

    /locate biome minecraft:plains

    ❌ See if the biome can be found
