Tooltips are displayed when dragging option sliders

The Bug:

Tooltips are displayed when dragging option sliders.

As a result of this issue, the tooltip overlaps the value of the option slider making it moderately difficult for the player to read. This creates a mild inconvenience when setting a given slider to a precise value as it's barely legible.

Steps to Reproduce:

• Navigate to the "Video Settings" menu.

• Locate an option slider that displays a tooltip upon being hovered over, for example, the "Distortion Effects" option slider.

• Begin dragging the option slider and attempt to set it to a value of 10%.

• Take note of how doing this is moderately difficult due to the tooltip overlapping the slider's value.

Observed Behavior:

Tooltips are displayed when dragging option sliders causing the value of the slider to be barely legible as a result of the tooltip overlapping it.

Expected Behavior:

Tooltips would not be displayed when dragging option sliders. They should instead only be displayed when the mouse cursor is held over the slider and not when adjusting its value.
