[MC-254378] Chat must be enabled for F3+F4 gamemode switcher to work properly

What I expected to happen was...:
Gamemode should have switched after pressing F3 and F4

What actually happened was...:
Gamemode did not switch until chat was re-enabled

Steps to Reproduce:
1. Disable chat completely
2. Press F3 and F4 to open gamemode switcher
3. Gamemode does not change
