Sky color still briefly visible when applying darkness while underwater (and possibly other scenarios with unique fog effects)

Similar to the night vision darkness bug that was fixed, the same problem happens when you are underwater.

This is similar to MC-249523. Potentially affects more than just water.

Steps to reproduce:
1. Go underwater
2. Apply darkness
3. Observe the fog
