As for resource packs, that is intended behaviour. The sound engine is reloaded because resource packs can also affect or change the music and sounds which are played in-game. As for the other two though?
Music stopping during a world backup is covered by MC-211049, and music has to stop when reloading resource packs because the sound engine gets reloaded (MC-179978). As for the rest of the report, does MC-132552 describe your issue?
