It may be because of texture packs or mods but my chests have this strange bug where the top half (the latch section) isn't appearing while the chest is closed.

If the issue is with your mods, then you can't report that here, this is a bug tracker for the vanilla game.
If anybody sees this it's not a vanilla problem it's something with my mods.
