The datapack may be affecting the villager's AI, have you tried uninstalling the datapack?
If the issue is with your mods, then you can't report that here, this is a bug tracker for the vanilla game.

That is intentional, the feature was only implemented in the experimental snapshots

This is a bedrock bug, report it on the bedrock data base
I think this is fine, 1.13 was the aquatic update, most of the textures got remade and because the chunks were already loaded, the water color and floor looks a bit different.
What device are you using?
Was it a ghost item? Could you lay the redstone on the floor?
