I am able to report players in minecraft java edition now. This has never been possible on my xbox 360 so this is a bug. Since this was introduced in 1.19.1 after buzzy bees this is a valid parity issue. This should be removed for parity with xbox 360 edition. Reporting players causes them to be banned from multiplayer which is unfair.

As @unknown mentioned, the addition of chat reporting is intentional, and therefore its existence cannot be accepted here as a bug.
I encourage you to share your feedback regarding the feature or vote for others' feedback posts on the feedback site here or in the java-player-reporting-feedback channel of the Minecraft Discord server.

This is a valid parity report since the chat exists in both editions. This was added even though nobody asked for it and everyone wants it to be removed.
Chat reporting is a separate feature from chat, it's (non-)existence isn't a valid parity report, nor bug report.
Please move to the feedback site.
Please don't complain about changes here: Mojang doesn't waste time looking at invalid reports and the bugtracker team can't change anything about the game themselves.

You and everyone else that is against the feature existing should go to the feedback site instead. These reports are not appreciated here.
Regarding parity: not a valid parity report either, only parity issues where the feature exists in both editions are accepted.
