This is a rather basic issue, but I am finding that since upgrading to 1.19.1 it presents itself. I noticed it first when holding a pickaxe in my main hand, holding torches in the offhand, and attempting to place a torch on a redstone ore block. When I perform this action, my pickaxe moves with a motion similar to what occurs when using an axe to strip wood or using a shovel to flatten dirt into a path. Unless some new functionality for pickaxes exists that I'm not aware of I believe this is a bug (and one that impedes usual mining)

Yes, MC-195094 seems similar. My bad; must not have used broad enough search terms when checking for this
The underlying reason for this is because main hand interaction does succeed: it makes the redstone ore lit.
This interaction shouldn't prevent offhand usage.
