When I use for example /give @p minecraft:player_head{SkullOwner:"MHF_Herobrine"
} the head either displays Steve or Alex's head texture instead of the actual head.
Expected behaviour : when I use that command i have mentioned above, it should display Herobrine's head (MHF_Herobrine) or Zombie Pigman head (MHF_PigZombie).
Edit : When using /give @p minecraft:player_head{SkullOwner:{Id:[I;-988496270,927683965,-1114640002,-1214570392],Properties:{textures:[{Value:"e3RleHR1cmVzOntTS0lOOnt1cmw6Imh0dHA6Ly90ZXh0dXJlcy5taW5lY3JhZnQubmV0L3RleHR1cmUvMzQyNTcwZjA0Y2UyZTdiMzNiMmM5NGU3NDhkYTg5OWViMGJlMWI0YmZjODVmYmY4NjAwYzUzMWYxZjI5YmFjNCJ9fX0="}]}},display:{Lore:["{\"text\":\"https://namemc.com/skin/eae806baadd3d9e3\"}"]}} it worked successfully and the head displayed. This is because the system doesn't probably recognise the SkullOwner tag with the player name.

This happened in singleplayer, and there are no online mode settings. I also have a custom skin, not Steve or Alex. (My skin is using Steve model)
Do you have any Incompatible Software installed? Specifically, the RelevantKnowledge and PremierOpinion malware are known to block custom player heads from loading.
is the server running with online-mode off?
when you see your skin, is it steve/alex as well?
