That's intentional, as every time the trident with channeling strikes the ground it is meant to summon a bolt of lightning, and everytime a bolt of lightning hits the lightning rod, it is meant to give off a redstone pulse, which powers the piston and lifts the lightning rod.
When the lightning rod is lifted, it no longer powers the piston, but while the lightning rod is powered from the lightning, the piston arm remains extended cos of QC, and then when the lightning rod depowers, the piston retracts.
When this happens, the lightning rod falls down before the trident, so it ends up hitting the lightning rod, and summoning another bolt of lightning, and repeating the cycle. What you have created is essentially a very elaborate and slow clock, which runs during thunderstorms.
