[MC-254947] Chat messages created using `/say` on the server console are relayed as "Not Secure"

How to reproduce:

Create a new MC Server instance; type `/say {message}`. The server console shows a little [Not Secure] tag next to the message.

This is expected. See MC-253743 which was fixed.

After consideration, the issue is being closed as Working as Intended.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
