[MC-255104] The allay does not spawn in hardcore mode

for some strange reason, I cannot find an allay in Minecraft hardcore(Vanilla) neither in pillager outpost or woodland mansion

Step 1: Enter Minecraft Java edition
Step 2: Put Minecraft version 1.19.2
Step 3: Enter single player
Step 4: Put Gamemode on Hardcore
Step 5: Enter this Seed -9056571157503537154
Step 6: Teleport to XYZ: 796 / 78 / 1605 for Pillager Outpost
or Teleport to XYZ: 1878 / 65 / -2031 for Woodland Mansion

Same issue. On Survival Mode, Single Player. Found a Pillager Outpost on a totally new area, no Allay. Traveled a bit over 15k blocks X and 15k blocks -Z to my first Woodland Mansion, no Allay.
I'm using Java, 1.19.2

The structures provided did not have the requirements for Allays to spawn. Allays can only spawn in the jail room of the woodland mansion which the one provided did not have and a special cage in pillager outpost which the one provided did not have. Additionally the pillager outpost at 1584 108 -271 did have the proper cage for Allays to spawn which they did.
