Ice does not reform once I break it and snow once harvested or destroyed is also gone forever, so that works as it should. Both snow that has fallen/ice that formed from before snowy taiga hills were removed still remains as it is if I do nothing to it. It is not really a problem, I suppose there are just not many worlds that were generated in 2013 which are still in play.

It happens in a specific world. But It Can Freeze For About A Second Or Two In Other Worlds.
Is Mob Griefing on? If not, the villagers will not plant and harvest.

This world is a single-player unmodified world from late 2013 until I had to stop updating Minecraft at version 1.13 (my original PC was too old to run later and more resource intensive versions of MC). With a new PC this year, I downloaded MC again, brought in my old 1.13 saved games, they updated to 1.15, and otherwise work fine and as normal.
From going outside chunks I had explored before this year, new biomes (places never explored before in the old save) exist and seem normal, weather the same as the Minecraft wiki states. This had been called a Taiga biome before the various new biomes and changes came into MC.
Going to previously explored tundra biomes I see that where it used to snow (still have snow on the ground and on trees; and ice along rivers and etc), it now rains, though the rain does not affect the ice (or formation of ice) in rivers, ponds, and non-flowing water outside.
In game temperature mismatch problem with updating from old world files?
Same issue. On Survival Mode, Single Player. Found a Pillager Outpost on a totally new area, no Allay. Traveled a bit over 15k blocks X and 15k blocks -Z to my first Woodland Mansion, no Allay.
I'm using Java, 1.19.2
