This is false. As you can see, this bee takes damage from the water and doesn’t have the eye-level underwater.
I can confirm this behavior.

Bees actually just drown really quickly, (need eyes under water) unlike blazes and endermen, who get hurt directly.
They're not exactly comparable. You'd need to compare it to a villager or sheep spawned in water.
