RepairCost tag does not function as wanted

I've been trying to figure out how to create unrepairable items for a map I'm making, I've done a lot of research on how to make this happen, and it appears that RepairCost used to be able to be increased to make repairing too expensive in anvils.

When I attempt to now, it doesn't matter how low or how high I make it, the cost always remains the same.
