[MC-255682] Custom place command sculk sensors don't activate.

When using structure blocks to paste buildings, sculk sensors or shriekers won't activate unless you stand on them.

To reproduce, make a box and place some sculk blocks in it, use the structure block to save the box and copy it somewhere else. The sculk should not work or detect vibrations.
