Activator rails doesn't work with minecart hoppers

Hello! I was building a redstone contraption in my Minecraft world, when suddenly i noticed that minecart hoppers could still take items from hoppers while it's on activated activator rails. I expected it to stop taking items as soon as i activate the rails. However, activator rails still work correctly for TNT minecarts and command block minecarts.
