Texture/Resource Pack Not Deleting

This is a bug that I can't get over. I will go into the resource pack folder and delete it, only to find half a second later, it is back! I can't even import a data pack too! It also affects all versions, and the ones with data packs too! I even went into the world file and tried to but nothing!
