[MC-256518] Bundles are available to commands etc. without feature toggle

The changelog states: "Bundles are now available as an experimental feature"

But unlike the other experimental features, bundles are available to /give etc.

This might be intentional for backwards-compatibility, in which case this report should be resolved as WAI, but currently it seems unintended or at least unclear.

I think bundles stayed available through commands in previous versions. But now with this new toggle, they're available even in creative inventory.

I really hope this gets resolved as WAI, as fixing this may break existing maps using them.

This was done intentionally to not break old worlds that had bundles enabled.
