[MC-256821] Head does not drop when Armor Stand is broken

When you place a head on an armor stand the head disappears instead of dropping as an item. Apparently this was an issue back in Minecraft 1.14.1, and is now an issue again in 22w42a. Here is the original closed report for the issue: MC-152414

Cannot reproduce. Are you on creative mode?
