[MC-257102] Missing Structure Block in creative tab

With recent addition of "technical blocks" in redstone tab, structure block is missing.

Also with the "Operator-only blocks and items can now be found in the Redstone Blocks tab" directive, why not add it?

The structure block doesn't appear in the Redstone Blocks tab. The jigsaw block does, so this may be an inconsistency. I won't be surprised if it is works as intended but it's probably not.
