Currently you can build above the nether ceiling. This is not intended and is used as an exploit to avoid the nether entirely.
Steps to reproduce:
Get outside the bounds of the nether.
Place blocks.
Expected result: Not be able to build outside of the world boundaries.

Mojang intentionally left this in because they did not want to interfere with existing builds above the Nether roof. This will not be fixed.
@apollo By chance do you know where I can find that official statement? I tried looking before posting but I came up with nothing.
