Works after clicking "Give feedback" and pressing Esc to exit the question about links. Also works after clicking in the text field and after initially opening the telemetry screen without any further clicks.

I'm not sure if there's an issue here, but I can confirm this behavior regardless. This is happening because the text box needs to be in focus in order for you to navigate it using the scroll wheel. When clicking on the "Data Collection" or "Open My Data" buttons, the selection of the text box is lost and thus the scroll wheel won't work unless you reselect the text box.
