When I went into the Functional Blocks tab and scrolled down, all mob heads except the Piglin Mob Head was there. I also didnt find the Piglin Mob Head anywhere else in the Creative Tab.

Piglin mobs heads can indeed be found within the "Functional Blocks" creative inventory tab as shown in the screenshot I've provided below. It's just that at this moment in time, piglin mob heads, are an experimental feature and thus you must create your world with the "update_1_20_pack" data pack in order to have access to them.
