Bedrock is not at the "operator utilities" tab

It's not a block/item locked behind OP permission, therefore it's not in that tab. Simple.

Absolutely by design. Only OP-limited items are in that tab.

Bedrock is not limited to OP, and as far as I know has never been a hidden-in-creative-menu block either. It's a regular block that can even be placed in survival. This is intentional.

Resolving as WAI; bedrock has never been hidden from the creative menu.
